Changing Places Certification

At LS Access, we're pleased to offer full Changing Places Certification services, led by an Accredited Changing Places Assessor. We support councils, architects, developers, and project teams through all stages of certification to ensure compliance with the Changing Places Design Specifications 2020, culminating in national recognition.

What Are Changing Places Facilities?

Changing Places facilities are fully accessible toilets essential for people with profound and multiple disabilities who require assistance beyond what standard accessible toilets can offer. Each facility includes:

  • A height-adjustable adult-sized change table
  • A ceiling-mounted hoist system
  • A peninsular toilet layout with space for up to two carers
  • A privacy screen
  • Adequate circulation space and safety features

 

These facilities provide dignity, safety, and real access—enabling individuals with high support needs to participate fully in public life.

Federal Funding via Accessible Australia

The Australian Government provides funding for Changing Places facilities through the Commonwealth Accessible Australia initiative, managed by the Department of Health (from 2025 onward)

Key highlights:

  • $17.1 million allocated from 2024‑25 to 2027‑28 to deliver inclusive infrastructure.
  • Funding covers up to 50% of the build cost for fixed Changing Places facilities, in partnership with state and territory governments.
  • Portable Changing Places facilities are eligible for 100% funding under this initiative.
  • Funding is delivered through Federation Funding Agreements (FFAs) between the Commonwealth and states/territories. Local councils or private organisations cannot apply directly—they must work through their state or territory government.
  • Projects must begin construction within 12 months of funding approval and complete within 18 months of commencement.

Only building costs are eligible; costs for assessor fees or broader works are excluded.

Three Stages of Certification

To achieve formal certification and eligibility for funding approval, Changing Places facilities must pass through the following three stages, assessed by an Accredited Changing Places Assessor:

Stage 1: Schematic Design Review
Early concept review of proposed layouts and dimensions Evaluation of total footprint, circulation space, and access compliance Written feedback and mark-ups to mitigate risks at the concept stage Ensure design compliance before proceeds to detailed design and funding application.
Stage 2: Construction Documentation Review
Detailed review of construction drawings, technical specs, and scheduled equipment Verification of fixture placement, clearances, and compliance with specifications Formal review report highlighting any necessary revisions   Confirm compliance is built into construction documents, preventing costly changes later.
Stage 3: As‑Built Final Review (Mandatory)
On‑site inspection once facility is fully constructed and installed Verification that as‑built dimensions, hoist, changing table, and fixtures match the approved documentation Submission of a formal compliance statement to funding authorities Only after this final stage can the facility become certified, listed nationally, and eligible for Changing Places signage and mapping.
